W. Shields was born in New Liskeard on December 20, 1951. He received his Public and High School education in the silver mining community of Cobalt, Ontario and his Bachelor of Mining Engineering degree in the Mineral Processing Option from Queen’s University, Kingston, Ontario in 1975.

Mr. Shields began his career with Brunswick Mining and Smelting in Bathurst, New Brunswick during the period of 1974 to 1978. During this period, broad experience was gained in the job capacities of Loading and Dewatering Supervisor and Assistant Plant Metallurgist.

In 1979, Mr. Shields joined Rio Algom as a Project Engineer to assist with the tuning of the newly expanded Quirke Mill. With the Quirke Mill running better, Mr. Shields was transferred to the Rio Algom Panel Mill to again assist with troubling shooting ongoing operating problems in March of 1981.

In May of 1981, Mr. Shields was promoted to Mill Metallurgical Engineer.

During this period, broad experience was obtained in uranium metallurgy and interaction between different levels of management.

Many projects were worked on with the cumulative effort of increasing uranium recovery from 92% to 96% over a period of five years.

In July of 1986, Mr. Shields was transferred to Process and Development Department to assist in a more expanded role. In this capacity, Mr. Shields provided metallurgical assistance, research and trouble shooting for both the Quirke and Panel Mills as well as for underground leaching operations at Quirke, Panel and Stanleigh Mines.

Other than continuing to assist with mill operations, the most significant contribution during this time was to interact with mine managers, mine superintendents and leaching crews to assist in the co-ordination and increase of production. During this time, the uranium production from underground leaching operations at Panel Mine was increased from 50,000 to 150,000 lbs/year and Quirke uranium production was increased from 150,000 to 450,000 lbs/year. Stanleigh was increased from 20,000 to 60,000 lbs/year.

Mr. Shields considered this increase in production a major achievement and a very broadening of his career as prior to this he had not been underground routinely or worked on underground projects.

In March of 1989, Mr. Shields was transferred to the Environmental Control Department to assist with the increased workload due to the closing of Quirke and Panel Mines. For the first seven months, trouble shooting operation of the effluent treatment plants and, writing of waste management area operation manuals were the key projects worked on.

Mr. Shields was then promoted to Environmental Engineer and the Operation of Quirke, Panel, Pronto and Nordic tailings Area Effluent Treatment Plants along with two sewage and two water treatment plants were transferred under his direct supervision.

During this time W. Shields’ career was again broadened with an in depth understanding of tailings management area operation.

During the period of supervision of the Quirke, Panel, Nordic and Pronto Effluent Treatment Plants, upgrading from manual to automatic operations along with central monitoring of the plants was achieved. During the last two years of W. Shields supervision of the treatment plants, 100% compliance with regulatory license requirements was achieved for the first time.

In October of 1996, Mr. Shields was promoted to Senior Environmental Engineer and given the line responsibility for management and execution of environmental programs for all Rio Algom Elliot Lake Operations. During this period, W. Shields negotiated new certificates of approval for two effluent treatment plants, and prior to his leaving in March of 1999, did significant preparatory work for the final application for Decommissioning Licenses for Quirke and Panel Mine sites. He was also actively involved in reorganizing and streamlining regulatory reporting methods and procedures resulting in a significant reduction in workload. Also, during this time Mr. Shields was responsible for completion and submission of Environmental, Health and Safety Regulation Reports to Atomic Energy Control Board and other government agencies for all mine sites.

Starting with the closure of Quirke and Panel mines in 1990 the Environmental Department was expanded to include decommissioning as well.

Managed by the Environmental and Decommissioning Department the Decommissioning of Rio Algom Elliot Lake Operations (total of 9 mines) starting in 1990 has been considered to be a large mine closure and decommissioning and rehabilitation projects. W. Shields being a member and playing a key role in the activities of the above department assisted with the decommissioning process until it was essentially completed in 1999.

During this period, W. Shields gained extensive exposure to interacting with consultants, government agencies and management personnel and being exposed to all associated regulatory processes.

After March 1999, W Shields began to plan for his future and decided that he would take approximately two years off from his career path and get qualified as a Real Estate Broker, so that he and his wife who is currently a Broker could work together to sell real estate as his retirement hobby. W. Shields completed his goal and as of June 12 th, 2002 was registered as a Real Estate Broker.




W. Shields joined the Ministry of the Environment on a contract basis starting in February 2003, as a Senior Environmental Engineer. After several contracts W. Shields became a full time employee of the Ministry of the Environment and is currently working as a Senior Environmental Officer in Sault Ste. Marie Ontario.
